How do you get a bath "deck" to stand?

We have a whirlpool in our bathroom upstairs which has a front panel called "deck" on the line description. It will not stay in place! It has no screws or holes to attach it to anything and it will not "pop" up. It tries to "pop" in place for about 10 minutes, but then he falls.
