bathtub slow drain

I need help with a slow draining bathtub.?
My bathtub drains sometimes slow. Sometimes it is nice and there is no water in the bathtub during a shower, it is sometimes up to my ankles. Ideas about what is the problem? Drano does not work. It does not seem to be any rhyme or reason when it drains and when it does not.
My apt. Manager is a plumber … continues to oppose a huge snake down when all 3 units are bonded. It is a 3-plex so it does not care much. Just a drag, PPL are so useless nowadays it is pathetic, no real work ethic.
